Impossible to say if this is a holding FOUL. No single still picture can ever offer such a conclusion. Was there "obstruction" of the opponent? Was there a material restriction? Was the opponent making an attempt to escape the block?
Is this "suspect?" Of course. Is this a foul? No way to tell without seeing the whole of the action.

It is not holding...it is a photograph.  To know if it is holding or not, I need a lot more info.

Assuming the OP is a non-ref: one of the key factors that fans/coaches/players often fail to recognize is that we will only call fouls that either affect player safety or affect the play. An obvious take-down hold 20 yards away from the ball on a sweep play may not get called, but on the next series, a little jersey tug may be called because it took a would-be tackler off a viable path to the ballcarrier two yards away.

I'd have to see that from field level. It looks nasty, but it has all the earmarks of a d-line guy whose tried a swim move and got stuck. The o-line player's feet and hand remain square. The questionable area is the o-line player's right hand, which *may* be engaging in restrictive movements, but we can't see that.

Looks marginal at best. Just not big enough. A good 'pass,' IMHO.
