Fouls After Int

I'm brain-dead today fellas.  A fellow is asking & I'm scratching my head.
B intercepts the ball & runs it back for a TD.
After the int & during the return, B has BiB.  Additionally, before the TD, we have PF on A after the COP.

So we have loose ball play & B with clean hands.
The BiB on B is easy, 10-yd from the spot & 1/10 for B.
What do we do with the penalty on A?

B has two choices:

Accept the foul on A, which causes a double foul, and the down is replayed. (bad choice)

Decline the foul by A, keep the ball.  A may now accept the foul against B, marked from the spot of the foul.

Are you sure?  When did B's foul occur?  During the return; so the "when" is during a running play.  10-3-1c Note tells us that the "run(s) that precede such legal...pass...are considered part of the action of a loose ball play"; but this "action" took place after the pass was intercepted.

The BiB on B is easy, 10-yd from the spot & 1/10 for B.
What do we do with the penalty on A?

AB has the choices correct.

Are PF enforced as dead ball fouls?

Not if its definitely live.  Don't confuse with an unsportsmanlike act that is treated as a dead ball foul and assessed as such.

Not if its definitely live.  Don't confuse with an unsportsmanlike act that is treated as a dead ball foul and assessed as such.


Sadly, this is the belief in my area (PF's are treated as DB fouls)
