Forceful Contact To The Head

Play 1:  Ball carrier is heading thru the line between guard and tackle and meets up with a linebacker and "winds up" and fires out a "stiff arm" from next to his chest hitting the LB square in the facemask and snapping his head back while very effectively knocking his helmet off. LB is down for several minutes, leaves the game and does not return.

Play 2:  Pulling guard meets up with a defensive back and fires out a "forearm block" hitting the DB in the neck area just below the facemask then raking his forearm upward forcefully snapping DB's head back.  The DB is down for several minutes and needs help leaving the field.

Both of these were serious forceful contact to the head.  Would/should we have a flag on either of these plays and if yes, what would be the foul?

COULD have a flag in both situations. Depending on how you interpret “winds up and fires a stiff arm,” you could throw a flag for 9-4-3 illegal personal contact in #1.

In number two, at the very least you could throw an illegal block foul for two reasons, 1.,in open hand blocking the hand has to be in advance of the elbow, (meaning you can’t throw a forearm), and 2., a legal block has to be at the shoulders or below.

Personal foul in both 1 and 2.  In addition, you could consider ejection for “intent to injure”.

 Coming up in the 90's, I was taught that the runner could not deliver a blow or "load" when giving a stiff-arm.

Sounds like they had the elements of PF-Targeting to me.

2-20 ART. 2 ... Targeting is an act by any player who takes aim and initiates contact against an opponent above the shoulders with the helmet, forearm, hand, fist, elbow or shoulders
