Fair catch signal

Watching a game last night I saw an incident I haven't seen before in 20+year of officiating.   

4th down K punts.  The ball is grounded on the R 25 and as it bounces up R1 signals for a fair catch.  He catches the ball and stand their and the covering official blows it dead.   There was also a holding on R2 that was enforced as PSK but the did the signal as a dead ball invalid fair catch signal and marked off a total of 15yds.  I know they shouldn't have done both as they were both live ball fouls but is giving a valid signal after the ball has been grounded a penalty?

ART. 4 . . . An invalid fair-catch signal is any signal by a receiver before the kick is caught or recovered:

After the kick has touched the ground.

6-5-7 penalty:

Invalid or illegal fair-catch signal (Arts. 7, 8) (S32) 5 yards
