How is it that 7-2-5d is a five yard penalty for illegal numbering?
Simplest answer is that it's probably a lot harder editing a rulebook than we think. Especially with Sections, Articles, Subsections, etc, etc, etc. It happens with other technical books as well.
Go ahead and point it out to the editor and they'll probably correct it for next year.
