4th and 5 for K at their 40. K punts the ball R roughs the kicker. during the return we have a BIB by R and then a Horse collar tackle on K. Is this a double foul or not?
Yes. If all R fouls had been PSK fouls they could have declined the horse collar, had their Foul marked off and kept the ball. But because the RTK is not PSK it’s a double foul. R did not get the ball with clean hands. Wipe off and rekick.
