Kick Catch interference

Can you have kick catch interference on a scrimmage kick if the ball is rolling/bounding and is not in flight towards R1?

No,  KCI fouls (part of rule 6-5-6) only apply during airborne kicks.  You could have Illegal Touching on a grounded free or scrimmage kick but not KCI

I’m not sure you can have illegal touching on a grounded kick. First touching, yes, and maybe illegal batting, but the only illegal touching language I’m aware of in the book deals with the illegal touching of a forward pass by an ineligible receiver.
