If you buy in to the PREMISE that Illegal Kicking, Illegal Batting and Illegal Forward Passes are all exceptions
to the "New" Post All-But-One Penalty enforcement we are living with in 2023, then look no further than the
RULING of 9.7.3 SITUATION in your 2023 Casebook

Its a weird play but it does involve an Illegal Bat behind the LOS during a loose ball play which is logically the same play you all have been discussing.

Thoughts?

I think it answers the question perfectly. Thanks. Now if we could just get rule support in the rule book.

 :thumbup  - Agree 100%.  It would be really nice if we could get something close to actual rules language in the rule book since that's our #1 governing document.  Although realistically it took 3 years to finally "clarify" the BBW rules so we've got time.   hEaDbAnG

The basic spot is the spot of the foul for:
a. Illegal batting or illegal kicking when the foul occurs behind the end of the run or related run

We have loose ball play (the snap) where the ball is not actually possessed before it becomes dead. Where is the end of the related run? The only spot you can point to is the previous spot. Since the illegal kick occurred behind the end of the related run (previous spot), the foul is enforced from the spot of the foul.

So is there a list of Offensive penalties that are still marked as spot fouls behind the LOS?  Grounding maybe....others?

Illegal batting, illegal kicking, illegal forward pass, intentional grounding.
*Note: the post you quoted won’t work when talking about illegal batting and or illegal kicking behind the Los, because it includes the phrase “end of run.”  Kicking or batting a loose ball behind the Los will always be part of a loose ball play with previous spot as basic spot. Then, if foul is behind the previous spot, it’s the old all but one enforcement.
