S-B Quiz 2023-week 0

1. 2/10 @ A-35. Tight end A83 is on the end of his scrimmage line just outside the tackle box. Quarterback A12 is under center, receives the snap and at the A-34 immediately hands the ball forward to A83 who moved laterally just after the snap. A83 is tackled inbounds after gaining 12 yards on the play.
RULING:
A, 3/15, A-30, ready (25).
Illegal forward handing. Having been a lineman at the snap, A83 must have made a movement with both feet that had him face his own end line, and be at least 2 yards behind the NZ when he receives the ball. The 5 -yard penalty includes Loss of Down.


2. 1/10 @ A-25. QB A12 is in shotgun formation and slot receiver A80, who is lined up to the wide side of the field, starts back in motion toward A12 before the snap. At the snap A80 heads toward A12 to run the jet sweep. A12 flips the ball up into the air and A80 muffs the ball and the ball drops to the ground.
RULING:
A, 2/10, A-25, snap (40 and running).
Although a very poorly written question, it appears we are to assume A12 is still facing toward B’s goal line and he “flips” the ball up and/or away from his body, and that A80 is passing in front of A12 (between A12 and the NZ), where he attempts to catch the ball in flight. A80’s muff of the ball results in the ball being touched beyond the yard line from which A12 “flipped” (threw, thus, passed) the ball, making the “flip” a (legal) forward pass. When the muffed ball then lands on the ground, the pass is incomplete, the ball is dead, the down is over, and Team A will next put the ball in play at the A-25, 2nd down.


3. 1/10 @ A-25. QB A12 is in shotgun formation and slot receiver A80, who is lined up to the wide side of the field, starts back in motion toward A12 before the snap. At the snap A80 heads toward A12 to run the jet sweep. A12 flips the ball up into the air but it is a fake jet sweep and A80 passes by and does not touch the ball. A12 catches the ball and then throws a forward pass from the A-20 to A88 who makes the catch at the A-40 and is downed inbounds at that spot.
RULING:
A, 2/20, A-15, ready (25).
OK, this time, A12 (legally) catches his own forward pass. When he throws another forward pass, this second forward pass during the same down is illegal. The penalty is 5-yards from the spot of the pass (A-20), taking the ball to the A-15, and includes Loss of Down, advancing the down number to 2nd down.


4. 2/Goal @ B-3. Late in the 3rd quarter, Ball carrier A21 is downed at the one-yard line and then B67 piles on. A21 then retaliates by punching B67 multiple times into the neck area.
RULING:
A, 1/G, B-1, ready (25).
B67’s commits a dead-ball late hit foul, and, before the ball is next ready for play, A21 commits a fighting foul. The distance penalties for those fouls cancel at the dead-ball spot, but the B67’s UNR carries a first down. A21 is ejected.

5. Free Kick @ A-35. A91 is prepared to kick off. The ball is on the tee and the referee has signaled it ready for play. As A91 approaches the ball it begins to roll off the tee just as he starts his kicking motion. The kicker follows through and kicks the ball as it continues to roll off or near the tee. The ball rolls out of bounds untouched at the A-45.
RULING:
A, kickoff, A-35, free kick timing (25).
No foul is committed. Game officials must stop the action (and the play clock) and not allow play to continue. The ball shall be re-spotted at the A-35, the play clock set to 25 seconds and re-started, and play shall continue. (A “re-do,” if you must.) 


6. 3/10 @ B-20. B21 intercepts a legal forward pass three yards deep in his end zone. B21 fumbles while still in the end zone and the ball rolls forward and out of bounds on Team B’s two-yard line.
RULING:
B, 1/10, B-20, snap (25).
By the forward fumble out-of-bounds rule, the ball is returned the spot of the fumble. That spot is in B’s end zone, and Team A was responsible for the ball being there when it was fumbled by B21. The result, by rule, is a true touchback, with B next putting the ball in play with a scrimmage series at the B-20.


7. 3/10 @ B-20. B21 intercepts a legal forward pass on his three-yard line, and his momentum carries him into his end zone. B21 fumbles in the end zone and the ball rolls forward and out of bounds on Team B’s two-yard line.
RULING:
B, 1/10, B-3, snap (25).
By the forward fumble out-of-bounds rule, the ball is returned the spot of the fumble. That spot is in B’s end zone, by virtue of B21’s momentum having carried him there. By the momentum rule, the ball is then placed at the spot where it was possessed by B21 in the field of play (B-3), where Team B will next put the ball in play with a scrimmage series.


8. 3/10 @ B-20. B21 intercepts a legal forward pass at the B-3 and then, on his own, retreats into Team B’s end zone. B21 fumbles while in the end zone and the ball rolls forward and out of bounds on Team B’s two-yard line.
RULING:
B, free kick, B-20, free kick timing (25).
By the forward fumble out-of-bounds rule, the ball is returned the spot of the fumble. That spot is in B’s end zone, by virtue of B21’s voluntary carry of the ball into the end zone. Since Team B is responsible for the ball being dead in their own end zone, the result is a safety, 2-points for Team A, with Team B next putting the ball in play by free kick at the B-20.

I agree with all except #4.  If penalties cancel, then all parts of the penalty cancel.  So no automatic first down.  I have A 3/G B-1, RFP/25.  Eject A21.

IMO the spot of the foul is the location of A12, so I would have 3/16@A-29.

Kalle, yes, for Q1, the A-29 would be correct. 5-yards from the spot of the handing. I, absent mindedly, went from the previous spot. Thank you.

As for Q4, AR 10-1-6-111 is not quite applicable. The AR has a live-ball foul and a dead-ball foul by opponents. In that instance, the next down number would determined by the outcome of the penalty for the live-ball foul. The penalty for the dead-ball foul by Team A would not affect the down number.
In the quiz question, both fouls were dead-ball and they were by opponents (and there wasn’t a change of possession during the down, but that is irrelevant). I was simply incorrect on the first down in the quiz question. By rule, the distance penalties for those fouls by opponents cancel, and the number and type of down established BEFORE THE FOULS OCCURRED is unaffected. So, 3rd down.
