DPI Penalty Enforcement Question

This question came up in discussion the other day:

Play #1:   DPI on a play with a completed pass that gains 25 yards....penalty declined because the yardage gained is greater than the penalty enforcement from the previous spot

Play #2:  DPI  on a play with a completed pass that results in a touchdown....penalty is enforced on the try or kickoff

Question: why is one penalty enforced from the previous spot while the touchdown is enforced from the choice of succeeding spots....both are loose ball penalties so why the different enforcement spots ...just seems to be an inconsistency in enforcement

Simple answer is because of the Rule 8 exceptions for fouls during scoring plays. The powers that be decided Teams that score should also get the benefit of a foul by the defense which occurs during the score. There's really no better explanation.

Simple answer is because of the Rule 8 exceptions for fouls during scoring plays. The powers that be decided Teams that score should also get the benefit of a foul by the defense which occurs during the score. There's really no better explanation.
The rationale behind this was  that a player shouldn't get away with a cheap foul while an opponent was scoring.

I remember. Do you have any stats on how big a problem that was before the rule? And how the new rule has solved the issue if there was one?

They didn't want stuff like roughing the passer and facemasks to get declined to keep the score, so you got the option to enforce on the try or kickoff.
NFHS doesn't like exceptions, so you can do it with pass interference and holding (and all other fouls) too.

Makes sense, although in recent years it seems as if they've recovered from their dislike of exceptions...
I would be in favor of carrying over any personal fouls.
