I think the objective might better be described as trying to AVOID further injustice, than create one.  Enforcement from the ABO spot increases the pain of penalty, which I believe is intended to increase the motivation NOT to foul, when the defense has penetrated and the threat to the offense is increased. 

If the offense has retreated 10 yards or more, where is the motivation NOT TO HOLD, when the penalty would produce no additional pain (that enforcement from the previous spot) AND if you're caught holding, you'll likely get to repeat the down (unless the defense was successful in completing their attack- in which case they might decline the penalty and you've suffered NO additional pain whatsoever.

When will they ever change the enforcement spots for B fouls on running plays that end behind the LOS? What a dumb  z^ rule! A 3/5 at the A30, B sacks the QB at the A 5 grabbing him buy the face mask and pulling him to the ground (ouch). 15 yard penalty from the A5 "allowing" A to replay the down and it's now A 3/10 from the A20?? WT? Don't see that change on the horizon or having all personal fouls on B be an automatic first down ala NCAA but the NFHS is concerned about safety? Please, need to get it more in line with the college game and stop being so stubborn.

Ignoring the fact the QB was stupid enough to run backwards 25 yds.
