New Rule 10....SIMPLE AS 1, 2, 3....

I met with our officials last week to discuss rule changes. While it's easy to become a 'gloomy doomer' on our rule 10 change, I tried to put a positive spin....

I first asked everyone to glance at pages 81-83 in our new spiffy rules book and get excited about the shaded portion (rule changes). I then stated that now they had seen the bad news, here's the good news;
YOU ONLY HAVE TO LEARN 3 THINGS :

(1) FOULS A BEHIND THE LOS ARE ENFORCED FROM PREVIOUS SPOT.

(2) FOULS BY B, WHEN RUN ENDS BEHIND THE LOS, FROM THE PREVIOUS SPOT.

(3) SHORT LIST OF EXCEPTIONS TO #1 : IG,IFP, IK,IB, IP & in K's EZ = spot fouls.

We then discussed the reason for the changes and while most agreed with #1, all agreed with #2.  I'd welcome your opinions if you feel I tried to make chicken salad out of chicken poop.

Why not just Change penalty enforcement to the ALL-BUT-3 principle?

There are three cases to consider before a change of team possession. After a change of team possession, you just follow the normal all-but-one principle. Maybe we could call it the "Three and One" principle?

Because that would sound too much like the NCAA. Which, while it's what we all want, it's not what the rules committee wants...

"Thanks for sharing all this Ralph. I too agree that ABO and the previous spot issue conflict. But I also think it could have resolved without throwing the baby out with the bath water. I mean, even with the change to this basic spot system, the underlying philosophy of ABO is still alive once we get beyond the LOS. In fact, it probably could have been handled easily just by changing the language of the but one part of ABO, and adding the additional basic spot is previous spot for all fouls by A behind the LOS, and fouls by B behind the Los when the run ends behind the line.

For example, we could go with an All but Four philosophy.
All fouls are enforced from the basic spot except for four: (1) a foul by the team in possession behind the basic spot when the run or related run ends beyond the line of scrimmage and the foul is behind the end of the run. 
This foul is enforced from the spot of the foul.

(2) a foul by A behind the line of scrimmage regardless of where the run ends or the ball becomes dead. This foul is enforced from the Previous Spot.

(3) a foul by B behind the line of scrimmage when the run or related run ends behind the line of scrimmage. This foul is enforced from the Previous spot.

(4) Fouls that carry special enforcements."
