Scrimmage Kick

4th and 5 on the K 40. K's punt is partially blocked in the NZ but remains in flight where R muffs the ball and it rolls back to K's 46 where K recovers. Ruling?

Correct. The touching by R in or behind the nz is ignored, the ball crosses the neutral zone and is then touched by R, so a first down is awarded to the team in possession at the end of the down.

suppose when K recovered the muff by R it did not make the line to gain? does this make a difference?

Assuming R’s muff happens beyond he neutral zone. K ball 1/10 @K46. Play clock 25 on the ready, game clock on the snap (since we have a first down awarded after a legal kick).

If R’s muff somehow happened behind the neutral zone, the R touching is ignored, and K’s recovery ends the play.  R ball 1/10 @K46, play clock 25 on the ready, game clock on the snap.

If the K muff happens beyond the neutral zone, it doesn’t matter.  Since R touched the ball beyond the NZ, it’s a first down for whoever ends the down in possession (barring first touching, which did not happen in this play).

Read page 84 of the rule book under Football Fundamentals. #3 under DOWNS. Explains it succinctly. FWIW, page 84 is one of the most important pages in the rule book.
