Slides 42 and 43 are still misleading. By rule, dead ball 15 yard penalties offset if an equal number are committed by both teams. However, the slide states that fouls can be included in the offset if they occur before the next live ball. This is not the right language. The fouls must occur prior to penalty administration for the fouls. In slide 42, if the coach comes out on the field after the ball has already been moved 15 yards for the late hit, it will not offset; it will also be enforced. In many cases, this is irrelevant, however if a first down has been awarded as a result of administration of a 15 yard penalty for a dead ball foul, we don't lose the first down if the head coach of Team A comes onto the field just prior to the next snap, it will in fact be 1st and 25. The slide misstatement also has relevance if there is a half-the-distance enforcement that is executed prior to another dead ball foul. When we covered the slide in our preseason association meeting, it led to some confusion. Since it is a 2015 rule change slide that was just copied to the 2016 powerpoint, I am surprised that it wasn't brought to someone's attention before it was released.
