Montana v ND State Extra Period PF on Try

In second period of OT, first possession.  Montana throws a pass for successful 2pt conversion, on the play ND State is called for a facemask on the passer.  The announcement was the penalty is declined by rule.  Did they possibly get confused with the situation where the foul is declined by rule after a change of team possession?

I was about to post on this exact question.  8.3.3.b - Team A may accept the score with penalties for personal fouls enforced from the succeeding spot in extra periods.

If not the Referee, somebody on the crew needs to be a 100% expert on extra period rules.
