Yikes...that call is:

A. no BIB
B. Not R's to make
C. In LJ's zone of first threat

Something like this happens on my crew, we are having a discussion at half or post game about officiating in your zone since we are only 5. No  sNiCkErS for you!

It may not be R's call to make but he possibly could have been trailing that play and had a view. A discussion should have been held and hopefully it would have been determined that it was indeed a clean block and the flag should have been picked up before the next play.

Absolutely, when there is any serious question, it's better to deal with it then and there, and resolve it and make whatever corrections/adjustments may be necessary, than wait until the half, or the game is over.

Did the L go to the R, tell him he had observed the block and that he had 100% definite knowledge that it was a legal block? If not, why not?

I spent the off season two years ago reviewing our associations games on Hudl.  Of all the blocks in the back we called, we ruled it correct 40% of the time.  We called it half as much last year and were right 90% of the time.  We really preach seeing the whole play.  Unfortunately,  it's one of the more common cat calls from the sideline these days.  In reality the coaches are only seeing the end of the block not where it started.  I would bet you that on the play shown the entire sideline screamed for a Block in the back.

Plus, they're not exactly looking at the play from a neutral, unbiased point of view.
