Mechanics - Free Kick OOB

On a free kick OOB untouched by R, who on your crew gives the signal to the press box?  I've seen the official who has responsibility for the K restraining line (our BJ) give it prior to a re-kick, or the R giving the signal, if using the awarded spot or OOB spot.  Any thoughts?

That's the way we do it here.  BJ gives the final signal if a free kick will be made from anywhere other than the K40.

R will/should always give a preliminary signal.

When a rekick is involved..
the official administrating the penalty (B in 5-man, HL in 4-man) will give a final signal after any yardage mark-off or the rare case of offsetting fouls, hand the ball to the kicker and move to the sidelines.

Same way except if R has field mic, then BJ doesn't do anything.

Along the same lines - How do you throw/drop your flag?

Do you just throw it up in the air or do you throw it to the spot where the ball crossed the sideline (went OOB)?

Dropping your flag on the yardline where the ball went OOB is proper since that spot may be the succeeding spot dpeending on option chosen by R.
