Confused over change in rule

 With the new rules 10-4-4 (NEW) The basic spot is the spot of the foul for:

   a. Illegal batting or kicking when the foul occurs behind the end of the run or related run.
   b. Illegal participation as in 9-6-4a and 9-6-4g.
   c.  An illegal forward pass as in 7-5-2c and 7-5-2d.

Question .. Following the snap from the 45, the QB tosses the ball back to a running back who is at the 30 ends up outside the lateral boundary of the free-blocking zone, and then throws the ball forward from the 38 well beyond the neutral zone and out of bounds. this would be a foul for intentional ground, five yards, and loss of down.. correct? This foul will be enforced from the 38 (the spot of the foul) and not the previous spot?? Or have I got something wrong?

You are correct. Since the running back was not the only player to possess the ball after the snap, he can't legally ground it. Intentional grounding is still a spot foul. 5yds and loss of down from the spot of the foul.

You are correct. Since the running back was not the only player to possess the ball after the snap, he can't legally ground it. Intentional grounding is still a spot foul. 5yds and loss of down from the spot of the foul.
