The uncalled hit looks to me to be the definition of targeting. The late hit on the downed QB was properly called by the Referee (and did not include targeting). On a Friday night I would probably call targeting because there is no review. In slow motion review, it does not look like there was a hard hit to the head. I can see why they might have passed on targeting.
I think the biggest question is "Why wasn't the targeting called on the second play."

Good question. Upward thrust + helmet-to-helmet contact. I would include this hit on a targeting training tape.
