Prayers for our fellow Texans, officials or otherwise, affected by the storms last night. Minerals Wells was hit especially hard by a strong tornado. I pray for the best for all those affected.

Ma' neighbor , Cooper Flagg, was just voted NBA Rookie of the Year. Cooper grew up 7 miles away in Newport, Maine. I live in Pittsfield,,, but only saw him once. That was when a 6'8" 13 year old freshman stepped of a ricketly ole' school bus waiving a trophy and yelling :"WE"RE CHAMPS>>>WE"RE CHAMPS"
 aWaRd His school had just beaten a school 3 times their enrollment for the State Championship. Flagg nearly outscored the opponents himself.

While Dallas was far from a powerhouse, Flagg lead the team in points, rebounds and assists. The last NBA rookie to accomplish that was a fellow named Michael Jordan  8]. While there has been a sprinkle of Mainers that have made it in MLB, NFL and NHL , to make the NBA ,will occur only once in a lifetime. I'm glad it happened in mine  :)

I am working on a smart watch app that will help keep track of all the things we do during the game. I'm looking for some experienced officials who are willing to be a part of the beta test before I send it to the app store(s). Current version is only on Google/Samsung watches, but I will begin working on the Apple version soon. Let me know if you are interested.

On TASO's answers, there is a minor "typo" - they say the play clock is set to "45" seconds. No. 40-seconds. I'm guessing that the number "45" was on someone's brain when they wrote that, because they reference the 45-yard line in the question.
Not a criticism. I do that same kind of thing ALL the time. Just clarifying.

3.   3/5, A-30, 1:45 (2), snap, A=14, B=12. A12’s forward pass, intended for eligible A88 at the A-27, is overthrown toward B99. To prevent B99 from intercepting the untouched ball, A77 bats the ball at the A-29, which lands on the ground at the A-32, at 1:39 (2).
Ruling: A, 4/16, A-19, snap (25).
A77’s batting of the ball is, both, a foul for Illegal Touching (by an originally ineligible player), and Illegal Batting, since, by rule, only eligible players are allowed to bat a forward pass. The penalty for the Illegal Touching foul is 5-yards from the Previous Spot, with loss of down. The penalty for the Illegal Batting foul is 10-yards, with loss of down, and is enforced per 3 & 1 from the Basic Spot. Since that foul occurred during a legal forward pass play, the Basic Spot is the Previous Spot. The Spot of the Foul is behind the Basic Spot; thus, the penalty for the Illegal Batting foul is enforced from the Spot of the Foul (A-29) taking the ball to the A-19, with the down advancing to 4th. Because the game clock was stopped by the incomplete pass, it will next start on the snap. Due to the penalty completion, the play clock is set to 25-seconds, and will start on the referee’s signal.

Worthy of note: The illegal batting enforcement "feels" like an exception to "basic" enforcement, because most fouls we see are "fouls against an opponent" like holding, personal fouls, etc., and for those, the enforcement spot is never in the offensive backfield, even when the flag is there. But illegal batting is a "foul against the ball" and so it actually uses "pure" 3&1 enforcement, whereby if the flag is behind the basic spot, then that's where we march it off from, even if that's in the backfield.

I believe my math is all correct.
There are nuances we have to know, like WHO may bat a pass; what qualifies as a running play; when has a scrimmage kick crossed the NZ, etc. And, we have to read questions VERY carefully to know where fouls occur, where touches occur, where runs end, etc.

1.   1/10, B-40, 6:00 (1), snap, A=7, B=0. A88 catches a legal forward pass at the B-38, and advances to the B-36, where he is contacted forcefully by B99, causing A88 to fumble the ball. The ball is recovered by ‘grounded’ A77 at the B-42. Before the pass was released, the U dropped a foul marker for a Hands-to-the-Face foul by B66.
Ruling: A, 1/10, B-25, ready (25).
The recovery of the fumbled ball by ‘grounded’ A77 constitutes the last running play of the down. However, that last running play ended behind the neutral zone. Since the last run ended behind the neutral zone, the 15-yard penalty for B66’s foul is enforced from the Previous Spot, taking the ball to the B-25, where Team A is awarded a new scrimmage series.

2.   4/5, B-30, 4:30 (3), running, 12(40), A=10, B=21. A’s field goal attempt is blocked at the neutral zone and falls to the ground at the B-31, and bounds toward the sideline. Attempting to recover the ball at the B-32, B96 muffs the ball. Then A75 muffs his recovery attempt at the B-28, and A88 recovers the ball while ‘grounded’ at the B-26.
Ruling: B, 1/10, B-30, snap (25).
The blocking of the kick is ignored, since it occurred within 3-yards of the neutral zone. When B96 muffed the ball at the B-32, it was behind the neutral zone, and had not crossed the neutral zone, and, thus, is inconsequential. The ball was beyond the neutral zone when A75 subsequently muffed the ball, which was an Illegal Touching violation. A81’s ‘grounded’ recovery of the ball at the B-26 was also an Illegal Touching violation. However, the natural result of the down is an unsuccessful field goal attempt that is dead beyond the neutral zone, and untouched by Team B beyond the NZ. By rule, Team B is awarded a scrimmage series at the previous spot. Team B will refuse the illegal touching privileges, and put the ball in play at the Previous Spot, B-30, for a scrimmage series.

4.   4/10, A-30, 10:00 (3), running, A=21, B=21. At the snap, Team A has 5 players in the backfield. B88 muffs Team A’s legal punt at the B-30, then recovers the ball at the B-35, while upright, and advances to the 50, where he is tackled with the ball becoming dead there, at 9:40 (3). While the ball was loose after B88’s muff, B66 held A99 at the B-45.
Ruling: A, 4/10, A-30, 9:40 (3), snap (25), OR, B, 1/10, B-25, 9:40 (3), snap (25).
The natural result of the down is B’s ball at the 50. However, there were live-ball fouls by both teams. Team B may elect true offsetting fouls, and the down would be repeated at the Previous Spot. However, B66’s Holding foul occurred during the kick play portion of the down, and Team B is in legal possession of the ball at the end of the down; thus, that foul qualifies for Post-Scrimmage Kick (PSK) enforcement. A PSK foul is considered to have occurred after the change of team possession, and, thus, also qualifies for “clean hands” enforcement. Team B may choose to refuse offsetting fouls, and decline the penalty for Team A’s Illegal Formation foul, and thus, retain possession of the ball. Team A will, then, have the option to accept (or decline) the penalty for Team B’s Holding foul (which they will, obviously, accept). The Basic Spot for B66’s holding foul (per PSK) is the End of the Kick (B-35), and the spot of the foul is beyond the Basic Spot; thus, the 10-yard penalty is enforced from Basic Spot, taking the ball to the B-25, where Team B will next put the ball in play for a scrimmage series. Due to the legal kick down, the play clock is set to 25-seconds and will start on the referee’s signal. Also due to the legal kick down, the game clock will next start on the snap.
