End of Game Play Situation

3 and 4 from a-20 4th quarter :20 seconds on  the game clock

a10 fumbles at the a-21 b5 recovers and begins to advance.  About to
be tackled he passed the ball forward at the a-10 to B11 who goes into a's endzone in possession of the ball as time expires

obviously we have a foul for Illegal forward pass--- but do we extend
the period.   My initial reaction is no because we have a foul where the Penalty Statement
includes LOD.   A friend of mine who works in another conference thinks we do extend because the LOD only applies to A fouls....
what do you all think

"Loss of down" does mean loss of the right to repeat the down, and B obviously cannot repeat a down.

But your "initial reaction" is correct, since both clauses of 3-2-3-a-1 seem to apply to your play: "The period is not extended if the foul is by the team in possession and the statement of the penalty includes loss of down (A.R. 3-2-3-VIII)."

If that rule had been intended to apply only to A, then it would have mentioned A, not the team in possession.

There is a 2009 play situations bulletin that says fairness dictates no period extension for team b foul if it would not be extended for the same foul if by Team a.   I don't think that has been superceeded

2009 Bulletin 1

2. As B23 is returning a punt, time in the first quarter expires. When B23 reaches the A-6, he
completes a forward pass to B79 who is standing in Team A’s end zone. RULING: Team A
accepts the penalty for the illegal forward pass to erase the touchdown, but the period is not
extended. While a loss-of-down penalty is not an issue for a Team B foul, fairness dictates that
the period not be extended, since it would not be extended for a similar illegal-forward-pass play
by Team A. The penalty is enforced at the spot of the foul. The second quarter starts with Team
B having first and 10 at the A-11. (7-3-2-b, 8-2-1-b, 3-2-3)

The A-(10+1)?  It's probably safe to turn off that filter now. LOL
