Fake Punt

I was working the sideline of a varsity football game and this is what occurred during a fake punt executed by Chisholm Trail High School in the game against Saginaw.   Chisholm lined up to punt then brought their QB back into the game and lined him up between two other players behind the center and in front of the punter.  The short snap came back to one of the up men. He straddled the ball as if he were a center and slammed the ball to the ground. He then faked the handoff to the QB. and handed to the other up back who ran it around the edge. The runner did not make the first down and the ball was turned over to Saginaw.

My first thought was when the up back slammed the ball to the ground he was in essence downing the ball.  I thought the play should have been blown dead at that point.  What are your thoughts about this play?

What action would have made the ball dead here?

If the QB left the field and then returned during the same dead ball period, you have illegal substitution (3-7-3)

What rules are being used? Fed or NCAA?

As your other plays were for NCAA rules, I'm assuming this one is too.

First, golfinref's observation is correct, this sounds like illegal substitution. NCAA rule reference is 3-5-2-d.

Second, there is no rule saying that a ball, not thrown forward, becomes dead when it hits the ground. Sounds like a legal trick play. I seem to remember there was a NCAA game where something like this was run - TXMike can probably provide video :)
