Forward Pass vs Backward Pass

Interesting play clip on Gilbert's site.  I am still confused on why IR can't step in to fix things that have obvious and easy fixes.

Why couldn't IR step in here? Forward vs. backward pass is reviewable.

Is it that the review by IR is on if the pass was backward or forward. In this case could they have ruled that it was a fumble not a pass and that the result was correct?

I am hearing the issue was that since it was ruled a backward pass on the field, they could not review.  But since it was a safety scoring play, I think they could have.  Had he ruled it a fumble versus a pass it could have been reviewed for sure.  But the review would have proven it was a pass.

That doesn't make much sense. 12-3-2-e specifically says that a pass being ruled forward or backward is reviewable.

Is there a difference if the defender never actually touched the ball but actually only hit the passer's arm just as he was releasing the ball resulting in the direction being backward?

If the passer's arm was moving forward before the contact, it's a forward pass no matter where the ball goes. (2-19-2-b). It doesn't matter if the contact is with the ball or the passer, the ruling is the same.
