Another enforcement question

Here's an enforcement debate I had with another official. I think he's convinced me to his side, but tell me what you think:

A 1/10 @ A 30. Team A lines up with 6 players on the line. A7 drops back to pass and B88 intercepts the pass
on the B45. During the return B45 blocks A28 below the wait at the A40. At the A6, B88 fumbles the ball and it hits the pylon.

B is still in possession, even though they won't be the next to put the ball in play.  They can decline A's foul, and keep the ball, with the Illegal Block enforced from the spot.  B's ball, 1 & 10 at the 50. 

But A can then decline B's foul, and take the result of the play, touchback.

Great example of an opportunity for one of the captains or coaches to make a bad choice.  These are the possibilities, right:

B declines & A declines - result of the play stands - touchback - 1/10 for A at the 20
B declines & A accepts - B's ball - 1/10 at the 50
B accepts & A declines -  A's ball - 1/15 at the A25
B accepts & A accepts - double foul - replay the down - 1/10 for A at the 30

We prevent the bad choice by a captain or coach by telling B's captain (coach):
"You decline and they get the ball on the 20.  If you accept, they replay the down on the 30."
Then we tell A's captain (coach):
"They declined, so you decline and get the ball on the 20.  Otherwise they keep the ball."

Excellent illustration, FLAHL, don't put the capts/coach/team in position of making the wrong call because of lack of info provided by us.

I am at a loss as to how they get the ball on the 50. Block below the waist is a 15 yard penalty and it occurred at the A 40 so that would put it at the B 45.

Agreed, good catch.  And another thing I saw when reviewing:

B accepts & A declines -  A's ball - 1/15 at the A25

This option can't happen.  If B accepts, it's automatically a double foul, A has no choice. 10-2-1c

Thank you, I was still researching that one.  It didn't sound right but I had to go watch my son play and then work a game so I didn't get time to figure that out.
