Have a real hard time figuring out what's to be allowed or forbidden when the rulebook examples don't cover some kind of facemask...

IFAF Europe guidelines:

- 2 or 3 bars (one of which might be a double bar) below the eyes – legal
- 5 or 6 bars below the eyes – illegal
- What about 4 bars? More than one finger-breaking gap – illegal

Using those guidelines, your example would be legal.
