Players going out of bounds

I'm pretty clear on the rules regarding pass receivers.

But other players (both when forced out of bounds or runs out of his own volition):

defensive player--can he return to field of play to make a tackle?
offensive player--can he come back in bounds to block?

B, no issues. On kicks A cannot go out of bounds on his own and return. Otherwise on running plays no fouls
