Illegal Kick

Please help me out with a play situation.  I'm not an expert in Fed rules.  And I don't have a current year Fed rulebook.

Our state high school association puts out a "You Make the Call" thing approximately once a week.  Here is this weeks:

You Make the Call: Illegal Kick


Here’s a you-make-the-call situation today. It’s fourth down and a field goal is being attempted – but the holder muffs the snap. With the loose ball rolling around, the kicker swings his leg at it and boots it through the uprights. You make the call – is this legal?

There are only two ways a ball can be legally kicked for points on a play which starts with a snap from center. One is a place kick being held by another player – the other is the rarely seen drop kick.

Had the kicker picked up the ball, dropped it to the ground and kicked it on the bounce through the uprights, the result of the play would have been a field goal. In this instance, though, a 10-yard penalty is assessed from the line of scrimmage for illegal kicking, and the opposing team takes over from that spot.

That enforcement doesn't sound right.  Is it?

Penalty for illegal kick behind the line is 10 yards from the basic spot.  Since this is kicking of a muff of a backward pass (loose ball), the basic spot is the previous spot.

Distance penalty for illegal kicking or batting the ball was changed last year from 15 to 10 yards. 
It is not loss of down.
Loose ball play -- basic spot is the previous spot.  If the foul occurred behind the basic spot then distance penalty is from the spot of the foul and replay the down.  Or, refuse the penalty and accept the result of the play (treat the ball being loose after the illegal kick as just part of a fumble).  Was team A the team in possession at the end of the down?  Was the end result of the play beyond the line to gain.

The result of the play was a touchback in Fed, I guess (the ball went through the team B end zone and hit the ground behind the end line (after incidentally passing between the uprights).

Then b would likely decline and take result.

While the basic spot is previous spot, enforcement spot is behind previous spot so ten yards from there provided R takes the penalty. However, since result of play is a touchback, R will likely decline and take the ball at their 20.

Enforcement spot would be the spot of the foul.  But as others of said, declining it would be the best option.
