Try Down - Penalty Options

Team A is all set to attempt a 1 point try when Team B realizes they are short 1 player.   B90 intentionally reaches over the NZ and touches the snapper prior to the snap as the 11th is coming on.  Flag down for encroachment.  What are the options if any here?

Accept a 5 yard penalty or decline and keep the ball where it is, which is what some coaches will do so as not to alter their kicker's spot.

Not really but it didn't seem right that B effectively took an intentional penalty and A did decline to keep the same "kicking spot" for the try.

B did take a chance that A would move it up and try for two.

We see the same thing sometimes when A is punting from “no man’s land.”  They’ll take an intentional DOG to give their punter more room.  B frequently declines the distance.

B encroached on a PAT in our varsity game Friday night.  Two guys on my crew wanted to give K the option of taking the penalty on the kickoff.

That's why they keep me around.

Last Friday night  I as at WH and the home team had a DB that figured there was no real risk to running into K's backfield so he kept encroaching on the kick try.  The visiting HC kept declining the penalty. 

The visiting HC got frustrated and asked me how long he could keep doing it.  First I had to tell him "definitely more than twice".  I then told him about the rule about repeatedly committing fouls that halve the distance to the goal but he was going to have to accept the penalties before I could think about imposing that.  Finally I reminded that he had every right to accept the penalty and go for 2 from the 1 1/2 or closer should he desire.
