Defense tipped XP kick- Roughing Kicker?

Good Afternoon,

I was watching a high school game this weekend where a team was attempting an extra point and a defender from the defense almost blocked the kick (he tipped the ball with his hands as contact with the ball def happened) but the ball ended up going just wide the of the goal post.  Even though he tipped the ball he also ran into the kicker who then fell to the ground.  The calling official called roughing the kicker but can you have roughing if he tipped the ball?

Does the tipping of the ball not even matter?

9-4-5 states in part:
"A defensive player shall neither run into the kicker", . . . ., "other than when, 9-4-5b, the defense touches the kick near the kicker and contact is unavoidable."

Did the W/H rule contact was "avoidable"?

Tipping the ball doesn't give R the license to waylay the kicker.

Any official who SAW the kick touched, should confirm with the calling official that the touch was observed, so the avoidable question could be confirmed.

While tipping the kick or pass doesn't give big ole' Bubba "open season on lobster"(ole' Mainer saying), IF the same action that tipped the kick/pass brings Bubba into contact with QB/K, he would be found not guilty by a jury of zebras.

Remember, too, guys that a tipped pass would remove any DPI sentence  (5-man crew)
