On a 1-point kick try following a TD, given that the play is effectively over when the kickers foot contacts the ball, when do you R's actually blow the "play is over" whistle?

The R does not blow the whistle under most circumstances.

As a back judge, I will generally blow as the kick is approaching the uprights, so that I'm not drowning out my line judge potentially saying "Yes" or "No".

If the kick does not clear the line and approach the uprights, then it's not my whistle. In that case, the R can kill the play, but it must be obvious the kick has failed. You don't want to be an eager tweeter -- holder fumbles the snap, kicker swings his leg, but misses the ball... the play's not over, don't be overeager to kill it.

Backjudge has whistle in the 3 states I've worked and are to blow as soon as the kick clears the linemen.

I'm not saying people in Nebraska are doing it wrong, but they sure are flirting with disaster if they're encouraging quick whistles. Getting in the habit of blowing it dead when you're anticipating the kick will backfire spectacularly when things go sideways and the ball isn't kicked for whatever reason.

Sure you don't blow it dead "in anticipation", but if you encourage a quick whistle, that's where it will end up.

The obvious “backfire” is when it’s actually a short FG attempt instead of a try.  That’s why the R has no business blowing it dead immediately.  I only yell “It’s gone — don’t hit ‘em!”

Back judge here. I blow the whistle when the ball passes the uprights or otherwise becomes dead. I follow the same procedure as for field goal attempts.

I agree with the consensus. I don't blow my whistle unless I have to..

In my association, the B (five man crew) or F (six man crew) is the only one blowing the whistle once foot meets leather. YMMV.
