Shaw reply to Play Clock/Feigning Injury issue

I wrote to Steve Shaw regarding the status of the play clock when a Team B player feigns an injury after the ball is spotted, and his team does not have a time out available. Since this is a foul for delay of game, the question becomes: is this a 25-second play clock due to the penalty completion? Or, is this a 40-second play clock due to the injury to a defensive player? Shaw's reply was that the play clock should be set to 40-seconds.
So, there ya go.
Hopefully, no one will ever have to use this rule. (Ha.)
