Related Run Question

A question concerning the (related run). On a play let’s say B picks up a fumble on the 50 and runs 5 yards to the 45 then fumbles the ball, (a.) Out of bounds at the B40 or ( b.) a teammate recovers the loose ball at the 40 and is downed there. While the ball was loose during the fumble, either A or B commits a personal foul in advance of the ball, let’s say at the A20. I’m sure with the new rule in (a.) we will penalize from where he fumbled, (the 45). In (b.) Do we penalize from the end of the run (the 45) or related run (the 40). Thanks as always.

(a).  Fumble OB - You are correct, the succeeding spot will be the spot of the fumble B45.  Clock will be on the snap since it will be a B 1st & 10.
(b).  Foul beyond the end of run with foul while ball is loose.  The succeeding spot is the end of the related run (B45) for either the A or B penalty since foul is downfield beyond the EOR.  Clock will be on the snap since it will be a B 1st & 10.  The mechanics here get tricky with the timing of the downfield penalty (20 yards away) in relation to when the ball is in possession or loose.


The second case may need some additional work but should be close?

The "end of the related run" is the B45, not the B40. When there is a foul that occurs while the ball is loose following a running play, the "end of the related run" is the spot where player possession was lost, not where the possession is regained.

(b).  Foul beyond the end of run with foul while ball is loose.  The succeeding spot is the end of the related run (B45) for either the A or B penalty since foul is downfield beyond the EOR.  Clock will be on the snap since it will be a B 1st & 10. 

Just one minor correction - the basic spot is the B45. The succeeding spot would be where the fumble was recovered, the B40, where the ball would be snapped next had there been no foul, but you'll enforce it from the basic spot anyway.
