Rule 10 rewrite

I've wanted to do this for a while and finally had some time on a couple long flights this weekend.
Rule 10 is a mess.  In the below document, I've completely rewritten everything to make it easier to understand.  I want to distribute this to new officials and officials in our chapter as a "replacement" for Rule 10 in the rule book.

The important part to this is that you will come to the same conclusions in both my version and the NFHS version.  My version just presents it in a different way.  Concepts are different... and some staples are brought back!

I'd like to show it here and have you guys dissect it before giving it to our officials.  Please let me know if anything doesn't track.

I'll review it and reply within a few days.
If I were do initiate this type of rewrite I think the term "basic spot" would no longer be used as it brings up memories of how enforcement was done when I understood it well.  Instead I wold just state where the enforcement spot is for the various scenarios.

I like the approach of going back to the old ABO language and amending the enforcement spot provision. There are a couple of minor edits I'd make for language such as the All But One principle not being defined anywhere, and the general voice of that section is off (the future tense is awkward, "ABO will be used...").

I'm not sure I agree with the Section 6, Article 2 exceptions - they are not in line with the current rule. There are a few exceptions that remain spot fouls now, not a short listing of those that go back to the previous spot. I'd be worried something would slip through the cracks.

My philosophical take would turn it into a slightly modified ABO:

1) Define the basic spots as you have, including the 5-3a provision about runs ending behind the line of scrimmage.
2) Add the current 10-4-4 a-d (skipping e) as a subsection of Special Enforcement (current 10-5) where these fouls are always enforced from the spot of the foul.
3) Unless the modified 10-5 applies, any foul that occurs behind the line of scrimmage, prior to a change of possession, is enforced from the previous spot
4) Unless the modified 10-5 applies, enforce all remaining fouls using the previous ABO definition

Thanks.  That section was meant to define All But One.  I'll look at changing up the language a bit.

Can you name something that wouldn't be encompassed by 10-6-2 as I currently have it written?

I get what you're saying.  So what I'm trying to accomplish with this re-write is that the All But One is the rule on how to enforce fouls.  10-6-2 is the exception.
Your way has it that "these fouls are spot fouls, and these fouls are previous spot fouls" as the rule with All But One as the exception.

I see All But One as a formula that can be applied in every situation and it's easy to remember.  Then we can remember the exceptions that are previous spot fouls.  HIPI fouls (pronounced "hippie").  Holding, Illegal Blocks, Personal Fouls, Illegal Touching.
