Illegal Forward Pass Situation(s)

We had a play last week that generated some discussion on the crew.  TRY from 3yl, blocked and caught by Team B in the EZ where he runs it out to about the 1yl.  As he is being tackled, he throws a very short incomplete forward pass.  We flag it, then announce the TRY is over penalty declined by rule. 

During discussion later on, someone said what if he caught ball in the EZ ran into the field of play then retreated back into the EZ and then we had an IFP?  Same result as above based on 8-3-4-a?  If he is downed in the EZ then we have a 1pt safety.

What is the result of the play after the penalty is declined by rule? Hint: rule 7-3-7-c

Declined by rule, try over.

I think it's silly that if you complete the illegal forward pass and he gets tackled outside of the end zone, nothing.
If you throw it incomplete, it's a safety.

Hmm, what rules do you base that on? I have penalty declined by rule, ball (very temporarily) belongs to team B in their own end zone and team B responsible for the ball being in there, 1 point safety, try over.

Well, as I mentioned, it depends on if the IFP was complete or not.
Incomplete = safety.
Complete (and you ran it out of the end zone) = declined by rule, try over.

Ah right, I completely misread your post and was really confused, thanks for the clarification :) And yes, the try penalty enforcement has some weird quirks such as this one.

Cannot thank those who contributed to this post enough for the dialogue that went into this.  At first, I was certain the ruling you had here was incorrect.  I'm well aware of the people who chimed in here are very knowledgeable of the rules so this one was of great help.  Nice job fellas.
