Can you still have roughing the holder if the try for point by kick gets tipped?

If the player who hit the holder was the player who touched/tipped/blocked the kick then he is not guilty of roughing.  If the player who "roughed" the holder missed the ball and then the ball was later tipped at the LOS or behind/beyond then IMHO you could still have a roughing penalty.

It does not need to be the exact player like in NCAA.  It just has to be blocked in the vicinity of the kicker/holder.

So if 2 players arrive at roughly the same time to block the kick... One blocks it and the other doesn't and both dive into the holder, there is no foul.  This would be a foul in NCAA.

Now if this play happens and it's blocked at the LOS, then you have roughing.
