So have any of you worked the $1 Million game yet?    Liberty Mutual Insurance announced recently it would pay $1 Million to the schools involved in a    "PENALTY FREE GAME"   didn't matter what level of College Football it came from....  D-1  ...D1-AA....D-II ...D-III...   they said they wanted to see a game played free from penalties and were willing the pony up the funds to the schools involved.  

What about for the officials....I always remember a slogan I heard once...   "it ain't nothin till I call it."

By "Penalty free", do they mean free of an accepted penalty or free from a foul, independent of whether the associated penalty is accept or not?

1) If any Collegiate Football Division I-A, I-AA, II or III football game is played in the course of the fifteen
week 2010-2011 Collegiate Football regular season without a penalty, as defined by the official rules,
being called by the officials officiating at said game and recorded as an official statistic for said game,
Liberty Mutual will pay $1,000,000, payable as specified in section 4 below, to the charity groups of
choice for both participating schools, to be selected by the school’s chief administrator (i.e., President,
Chancellor, etc.), subject to Liberty Mutual’s review and approval of the charity. This prize will be evenly
distributed between the two designated charities.
2) A penalty is defined as any rules infraction called by the game officials. A penalty called by an official
against one team occurs regardless of whether the penalty is accepted or declined by the opposing team.
3) Official results of all events scheduled herein shall be those declared and detailed in the official rules and
records of the participating institutions. The results for any football game shall be deemed final as of thirty
(30) days from the date of said game unless a review is announced of the initially released results
on or before the end of said thirty-day period. In such case the results shall be deemed final as of
the date declared such by the participating institutions.
4) In the event an eligible game is completed without a penalty, the $1,000,000 prize will be paid in forty (40)
yearly equal installments, without interest.
5) In the event more than one eligible game is completed without a penalty, the $1,000,000 prize will be
evenly distributed to all eligible teams and the charities of their choice.
6) Any act of cheating or collusion involving the participating teams, the recipient charities, any player, team
official, or game official that increases the likelihood of a game being played without a penalty is strictly
prohibited. If there is credible evidence that any of these prohibited actions produce a game without a
penalty, the prize will not be awarded.

I've had a TEAM with no penalties (or violations), but never a game.

Is the home team not wearing white reason to not award the prize?

They issue the prize in an attempt to get a penalty-free game, then prohibit any activity on the part of the teams to ensure a penalty-free game is conducted.  Can you say, "It's guaranteed we won't have to pay out"?  I KNEW you could! lol
