NCAA: Extension

During the last play of the 3rd quarter, team a holds. Clock is stopped with :06. Penalty is enforced. R winds clock and time expires before another play is run. Extend the quarter?

I say no.

Quarter did not end on a play with a penalty. It ended on the start of the new play clock.

Rick is correct.  Time must expire during the actual play.

FED: Yes for live ball fouls (as in the OP); but no if foul is dead ball

Would you do the same if it was a false start with the clock running at the end of the half or end of the game?  Enforce the five yard penalty and wind the clock in NCAA?

In such cases (assumed during the last minute of the 2nd or 4th periods), the clock status is dictated by rule. If the distance penalty and the 10-second subtraction are both accepted, the game clock starts on the ready-for-play signal. If the distance penalty is accepted but the 10-second subtraction declined, or if the distance penalty is declined (which also declines the 10-second subtraction), then the game clock starts on the snap.  A period is only 'extended' when a live-ball foul occurs during a down in which time in a period actually expires.

No judgment involved.
