kickoff question

Where can the ball be placed on a kickoff?  An upcoming opponent places the ball on the 38-39 yard line, yet still has a safety just behind the 40.  Is this legal? Can you place it any where behind the 40?  If so, can the return team move toward the kicking team an equal distance?

The answer to your question might vary by rule set. For NFHS, the answer is given by 6-1-2:

"A free kick shall be made from any point between the hash marks and on K’s free-kick line."

The ball must be on the line.

On the line - it's the same up here. When I'm R (In Canadian, the R is on the kickoff line), I always tell the kicker anywhere between the hash mark on this line ...

NCAA says the same thing "ON team A's restraining line."

Im guessing this was done on an onside kick because the team kicking knew they could get the best bounce at around 9-10 yards and be at the Team B line waiting for it?
