Losing 1st and Goal

I had an OT game in MT last week....During their series, Team A lost about 30 yards on a botched shotgun snap.  On 3rd and goal from the 40, a long pass was caught by A at B's 7 yard line, with a DPI call. Options: Decline DPI and have 4th and goal from 7, OR accept DPI and have 1st and goal from B's 25 (not 1st and 10). This is supported by 3-1-1 Situation P.(P.89, Resolving Tied Games) and 5.3.1.

My question is, during regulation time, once Team A is 1st and Goal, can it become 1st and 10 on an automatic first down penalty (DPI, roughing the passer, snapper, kicker, holder)?

5-2-1: The offensive team shall be awarded a new series of downs when any one of the following occurs:
a. Penalty for defensive pass interference is accepted.
b. Offensive team recovers a scrimmage kick (field-goal attempt) between the goal lines after it
has been touched first by the defensive team beyond the neutral zone.
c. Defensive team is guilty of roughing the kicker, place-kick holder, snapper or passer.
5-3-1: The line to gain is always the goal line regardless of whether or not a penalty enforcement places
the ball more than 10 yards from the goal line to start a new series.
8-1: If the defensive team scores a safety or touchdown, the game is ended.
8-3: No try will be attempted if the winner of the game has been determined.
10-4-3a: Post scrimmage kick enforcement is not applicable in this procedure.

Except in Ohio where we start OT on the 20.


5. Tied Games & Overtime
A. Tied varsity games will be resolved through the overtime procedure adopted by the OHSAA
Board of Directors. The OHSAA overtime procedure is in accordance with NFHS playing
rules 3-1-1 with one modification. The overtime period will begin on the defensive team’s 20
yard line. Refer to pages 87-89 of the 2011 NFHS Football Rules Book.
The following changes should be marked:
5-1-1 first and goal to first and 10;10-yard line to 20-yard line
5-1-2 10-yard line to 20-yard line
5-2-1 add a. The line to gain is reached
a becomes b, b-c, c-d
5-3-1 delete – “always the goal line”
replace with – established as per rule 2-25-5.
Situation C delete “recommended” replace with OHSAA
Situation I replace 10 with 20
Situation J replace recommended with OHSAA; replace 10-yard line with
20- yard line
Situation K replace 10-yard line with 20-yard line
replace 25-yard line with 35-yard line
Situation O replace 10-yard line with 20-yard line

The overtime procedure is permitted in all other levels of interscholastic games when there is
mutual agreement by opposing coaches prior to the game.
B. A 5-minute intermission will be held after the third overtime period and after each subsequent
overtime period.
C. Unused second-half time outs DO NOT carry over to overtime. Unused time outs from one
overtime period do not carry over to subsequent time at periods (one time out per OT).

I think it is supposed to say 2-26-5, though!

Regulation play....absolutely!  Big John, right on the error....it's 2-26-5

2-25 ART. 5 . . . The line to gain is the yard line established when a new series (first
down) is awarded. Unless there is a penalty following the ready-for-play signal,
the line to gain is 10 yards in advance of the foremost point of the ball when
placed for the first down of the series. If the line to gain extends into the end zone,
the goal line is the line to gain.


5-3 ART. 1 . . . The line to gain is 10 yards in advance of the ball’s foremost point
when a new series of downs is awarded. When a new series of downs is awarded,
the penalties for all fouls (including nonplayer and unsportsmanlike) committed
prior to the ready-for-play signal shall be administered before the line to gain is
established. The line to gain then remains fixed until the series ends and a new
line to gain is established.
