Helmet off game clock question

Both a Team A and Team B player has there helmet comes off. Player tackled in bounds.
A) over a minute set the play clock to 40, game clock on wind
B) under a minute set play clock to 25, game clock on wind?

If the game clock is running and the down is over and then during the down we have helmets come off of each team then is the game clock is on the wind?

If the helmets coming off is the only reason the clock stops, then, yes, the clock starts on the RFP signal. But, if anything else happens that stops the clock, i.e., first down, out of bounds, incomplete pass, etc., then the clock starts according to that reason, and the time remaining on the game clock.
