1st question.
Illegal Block? NCAA rules.

3rd question.
Does this fall under.
NCAA Football Rule 9-6-3, "if subsequent review of a game by a conference reveals plays involving flagrant personal fouls that game officials did not call, the conference may impose sanctions prior to the next scheduled game."

A chop block is a high/low or low/high block, it would appear that there is only one component in that block, that being the low...

That is definitely an illegal block below the waist.

Yea I have a thought on that...if you see that kind of intent in this routine type of foul then you must have lots of DQ's.

I don't see any intent to injure.  100% ILLEGAL and has been for at least the past 12 years.

No doubt illegal and has been for some time.

Under the current rules, no player may block below the waist towards his own goal line when beyond the neutral zone. The player is also restricted since he is a lineman more than 7 yards from the ball, so he may not block away from his adjacent sideline.

In 5 man mechanics, am I correct in thinking that the L needs to get this block since it is his key?

By the time the block is thrown the B should be looking there and it is an easy catch for him although  the person was the L's initial key
