I have absolutely 0 training in replay so I'm leaning on anyone here who does for the official ruling on this...but what is the criteria to determine "continuing action?" The only place that term is used is in rule 12 so I have no knowledge of what constitutes that. If an official blows a whisle and signals a play dead and everyone on the field stops, and a split second later another player runs in and picks up the ball, does this constitute "continuing action" that should award the ball to the recovering team on a fumble?
