BBW - Foul? If yes, what is the announcement?

2nd and 5 at the A 35 yard line on the right hash.  Ball is snapped and QB quickly turns to his left and tosses the ball out to RB A-24 on a power sweep left.  Right tackle A-78 moves down field across the NZ and starts tracking B-58 (the MLB) and blocks him low and from behind at the A 38 yard line on the right hash just as runner A-24 is rounding the corner outside the left hash.

Do we have a foul here and if we do what is the announcement?

Below the waist and from behind is clipping. Announcement would be "Personal Foul, Clipping, number 78 of the offense. 15 yard penalty, replay 2nd down."

Where was the end of the run? That will determine the enforcement spot. If the end of the run was behind the 39, the foul will be enforced from the end of the run. If beyond, it will be from the spot of the foul.

The reason for the question is that there are now two different rule sections that this block falls under, 9-1-5 Clipping, and 9-1-6-a-2 Blocking Below the Waist.  Since both are 15 yard Personnel Fouls, is it incorrect to announce this as Illegal Block Below the Waist, 15 yards from the spot of the foul (ie: a 9-1-6-a-2 foul)?

  I think the difference is that the clip is below the knee from behind, and the BBW is between the waist and the knee even if from behind.

Clipping by definition is always from behind from the waist down. The difference is that clipping is ALWAYS a foul when it's at the knee and below. From the waist to above the knee may or may not be legal based on who/where/when it occurs.

Also if the end runs behind the NZ then this would be enforced from the previous spot.

Either / or would be fine.  Basically, just ask the question "why did you throw your flag?"  I would go with clipping, personally.

Clipping is a block against an opponent in which the force of the initial contact is from behind and at or below the waist (Rule 9-1-5).
Below waist


2-3-2-a
 2014
 
   
A block below the waist is a block in which the force of the initial contact is below the waist of an opponent who has one or both feet on the ground. When in question, the contact is below the waist (Rule 9-1-6-a, b, c, d).
Its that simple!
