Jerseys and punishment

Guy I keep reading rule 1-4-5 and I see two penalties for issues with the jerseys.
One is for 15 yards after opening KO of each half if a visiting team is wearing colored jersey.
The other one is a timeout at the start of each period for irregular numbers.

The first one is pretty clear. 15 yards after the kickoff is something that can always be enforced.

I'm having issues with the second one. So I charge a timeout to start the first/third quarter. Fine... Now what if the team is out of timeouts to start the second/fourth quarter? No penalties?

Also, is there no other penalty for irregular jerseys and uniform? I understand not allowing a player to play if he doesn't have all legal equipment on. But what if it's something for the whole team? A uniform issue like size of patches or sleeves that don't sober the whole pads?

I understand these issues might not be common in NCAA but I'm having those here (specifically the numbers) and don't know what to do when the team has no timeouts left to start a period...

In years past it said "Any infraction after a team has exhausted its timeouts is a foul for delay of game and carries a five-yard penalty." I guess we need a clarification.

If it a team uniform issue you should be on the horn with your
supervisor after your initial walk of the field

Let him make the decision

The initial walk of the field and the "illegal" jerseys won't be there.  They appear about 1 min before coin flip.  And the ruling will be file a UIL report and let them worry(?) over it,  it's not our problem.
