Inadvertent Whistle & Rule 12

So let's ask the question that's been lurking in several recent threads.  We know that if we have a game without replay, that we officiate the game via the rulebook "minus rule 12".  We also know that the specific word "inadvertent" is not actually used in rule 12. So, a few questions to ponder:

1.  Is there a reason that the term inadvertent does not appear in rule 12?

2.  Is rule 12 really intended to "override" an inadvertent whistle to get the fair and equitable result of the play as close to correct as possible?

3.  If yes, why does the language dance around the specific rule based term that could be used with language like " .... loose ball ruled dead, or live ball ruled dead, etc." and not use the term inadvertent?

What's your thought and opinion?

As rule 4-1-2-b specifically lists rule 12 as an exception to the usual inadvertent whistle provisions, then the answer to your #2 is "yes, it is."

Why do we need replay to do what's fair and right if it can be clearly seen by the officials on the field?
