Kick-catch Interference

I'm going through Rom Gilbert's weekly quizes and came across this one (http://www.romgilbert.us/q-1506q.pdf):

when he is blocked above the waist by A87. The ball hits B92's helmet and is recovered
by A82 on the A-43.

Since B92 is "in a position to recover A4's free kick" this to me looks like an interference foul:

It is an interference foul if the kicking team contacts the potential receiver before, or simultaneous to, his first touching the ball (A.R. 6-4-1-II, III, and VIII). When in question, it is an interference foul.

Thus: B: 1/10 on A-27 (15 yards from spot of the foul), game clock starts on the snap
However: Rom's ruling is only for the illegal block (http://www.romgilbert.us/q-1506a.pdf):

Ruling 2: B 1/10 A-38. No Team A player may block an opponent until Team A is
eligible to touch a free kicked ball. A87 commits an illegal blocking foul. The touching
by B92 is ignored since he touched the ball as the result of the block by A87 (6-1-4-a).
Since the ball did not go 10 yards nor was “touched” by a Team B player, A82 committed
an illegal touching violation which is an illegal recovery. Team B will accept the 5-yard
penalty from the spot where the subsequent dead ball belongs to Team B, the A-43.

Where did I go wrong?

If you are "recovering" a kick that means it already hit the ground. If it already hit the ground then no KCI possible.
