You mean targeting, right?  Spearing does not exist in the Rule Book.  The Definition was removed several years ago.

Great video clip - definitely make me think about it.

Caveat: I'm not an NCAA guy. I would say no foul here - if anything, the runner is checking his momentum a bit to absorb the hit, and the defender definitely moves in an odd way.
