Half-ending runoff: Clock status?

Consider AR 3-4-4-V (b) in 2017's PDF-only rulebook - formerly AR 3-4-4-VII in the 2016 rulebook - in which a runoff ends the first half.
Does the clock start on the RFP before the second-half kickoff?
Neither version of the AR says yes or no. But notice that AR 3-4-4-VIII allows for the clock to start on the RFP before
at least some
free kicks after a runoff.

No
would be my first thought. And I really didn't even think too hard about it.

I think the intent of the rule is to NOT start the clock on the RFP on the 2nd half kickoff. But, if you take the A.R. 3-4-4-VIII together with the rule, I think by literal reading of the rule you should start on the RFP.
