Typical blowout game in process, middle of the third quarter the score is 60-6 and we notice the clock is running. We assume both coaches have made their agreement and the process has started. Well come to find out the team that was behind had not agreed to this and wanted a time out to speak to me about it. He told me very calmly that he did not agree to a running clock and wanted the clock returned to the regular form. I then walked over to the home coach and informed him of this and he informed me that he was not in charge of "running" the clock his superintendent was. I then informed him if the clock wasn't returned to the correct and proper format an incident report on said superintendent would have to be filed. The coach understood, clock was returned to normal, we finished the game and the home team won 76-6. That is the first time in my 27 year career I have had to threaten to file an incident report on a superintendent though!!!

From the mouths of coaches last Friday.
1) QB running toward sideline and is tackled from behind.  Coach - "He tackled my QB below the waist, why was he not flagged for roughing?"    HERE"S YOU SIGN!
2) Flag for push in the back from LJ.   After discussion with U, flag waved off as the two were running side by side.   Coach wanted to know why no flag for BSB.  Coach, the flag was for BIB and there was no BIB so waved off.   Coach said, "I talked to your VP and he said that I under stood BSB better than most officials."   
3) Player flagged for targeting on QB.  The B player hit the QB in the head as he was going down from the original hit.   Head Coach wasn't happy but an assistant yelled as I walked away "You're dictating how we play the game.  Let the kids play."   He just about got an USC but I took a deep breath and let it slide.

There were some more but this gives you a sample of how Friday went.

He’s not talking about the foul itself. He’s talking about the foul code. The foul code for an illegal block in the back is IBB, not BIB. An unsportsmanlike conduct is UNS, not USC.

But since we’re talking about rule references. Somebody want to tell me what rule or UIL exception allows coaches to agree on a running clock and what that “process” is?

I knew what he was talking about.    I like USC better and BIB (since it is my wife's initials).

As for your question (which you already know the answer).   A running clock is the coach's and R's exception to the UIL's lack of exception for an 11-man mercy rule.  What needs to be done is an incident report should be turned in every time there is a running clock.   If this were compiled, it would give a very good reflection of what coaches feel is an out of hand lead.   Based on my experience, this would be close to the same as in 6-man mercy rule but I think the 11-man coaches would prefer a running clock to a game over.   With the running clock, the 11-man teams have the opportunity to get subs in that may not get to play much.   Or maybe a two tier MR (that's my shortcut for mercy rule).   40 points for running clock and 50 for game over.

Maybe it was a TAPPS game, but those don't have consent involved.  It happens automatically after halftime and the lead is 40 points or more and only stops for Timeouts, Injuries, and change of Periods.  Aside from those 3 occasions it runs continuously and does not revert back in the event the point differential decreases.
