I ordered mine from NFHS and got it Saturday.
Minor editorial changes added, here they are
Rule 10-4-2b (behind the line of scrimmage)
Rule 10-4-5d (Following a change of possession)
Rule10-4-6 (The basic spot is the end of the run or related for for:)
Rule 10-4-7 (following a change of possession which are committed)
Rule 10-4-8 (following a change of possession)

Table 10-4 "This table is not intended to encompass all fouls and possible options, but to focus on certain fouls that occur during running plays"

Did they finally change intentional grounding to where only the player receiving the snap can dump the ball away?

Makes it judgement call by the calling official.

That added sentence is a waist of space! A player can get hurt regardless of being defenseless or not! It's always been a judgement call!

My book doesn't have 10-5-5. It end with R10 Sec5 Art 3  Next page is the table 10-4
 10-5- Arts 4, 5 &6 are gone.

That misses the point of the added sentence.  The purpose is to better define defenseless player.  We ALWAYS have the option of calling an Unnecessary Roughness penalty (UNR) if in our judgement the contact is excessive and/or dangerous.

Have to believe that is an editing mistake when setting up the book to be printed.  There are no changes listed for those 2 sections in the NFHS memo listing 2024 rules changes.  Maybe Ralph knows if they should still be there?
